It's a quotation template based on greentext that originated on 4chan, and can be used for greentext quoting in the wiki.
You can use it by {{Gt}} or {{Greentext}}.
If your quoted text is multiline or already has the > (quote character), e.g. copied straight off 4chan, use Template:GreentextRaw or Template:Gtr.
