It's a quotation template based on greentext that originated on 4chan, and can be used for greentext quoting in the wiki or talk pages.
You can use it by {{Gtt}} or {{GreentextTalk}}.
If your quoted text is multiline or already has the >
(quote character), e.g. copied straight off 4chan, use Template:Greentext or Template:Gt.
