I'm rather convinced this is fictional, or at least semi-fictional. This seems like a slip-up:

so if I understand correctly she just ran away, but she was wearing clothes that "were tattered, dirty, soaked, and it looked like she had been wearing them for quite some time (and she didn't smell like roses and candy either)", and this Bill didn't find it unusual?
